Mr. Jarratt,

I have adequately explained the circumstances surrounding the
information exchange in question.  There was no delivery of information
by electronic means other than to you.  No further research is required.
Your request for information regarding the identify of the person(s) is
denied.  It would be impossible for me to determine with any certainty
who was responsible for the message board posts you refer to as a
printed copy of my emailed answers to you concerning district finances
may have been shared with many parties.  It is also my understanding
that individual identities on this message board are protected by the
board's own set of privacy rules, and your attempt to find out the name
of an individual who may wish to remain anonymous is in itself a
violation of these rules.

You did not use any identified FOIA procedure to request and receive the
original information you obtained on May 18th, nor did the person or
persons who have examined a printout of the same information.

You will be advised regarding the formal procedures you will need to
follow under FOIA for me to consider any further requests from you for
information regarding District 1.  I will contact you when these
procedures are finalized.
