Mr. Jarratt, Please consider this a formal response to your request for information in your letter dated May 22, 2006 and received in my office on May 23, 2006. The requested email document, including headers, that was printed out and hand delivered to a parent interested in learning more about the specific financial documents you requested on May 18, 2006 is provided below. Neither you or the parent in question made any formal request for this or any other documents under the Freedom of Information Act. As your original email request on May 17, 2006 and my response on May 18, 2006 were provided freely without any specified restrictions, the financial questions you posed in this email and my response (along with references to the specific financial documents shared), was also shared and provided freely to anyone interested in the topic you raised. Under these circumstances, a person need not identify them self to gain access to simple questions and answers about District 1 financial operations, which are a matter of public record. There was nothing confidential, or of a sensitive nature that might invade the privacy of an individual or group of individuals, about your original email or my response, or in the dissemination of same via printout to a concerned parent and taxpayer in our community. It is my understanding that the individual in question chose to post a verbatim transcript of this document on the GoFlo website message board, but this was done without my knowledge or consent. As far as your other requests for information contained your emails on May 18 & 19, 2006 is concerned, that is the information that has not already been provided, District 1 is in the process of finalizing its administrative procedures concerning FOIA requests. Our school board policy manual lacked the needed clarity and specificity for me to advise you on what formal process you need to follow to gain access to the documents you request.
